Parks & Recreation

The Town of Kirkland Parks and Recreation Department is dedicated to enhancing the quality of life for our residents by maintaining beautiful parks, organizing community events, and providing recreational programs for all ages. We oversee the upkeep of public green spaces, playgrounds, sports fields, trails, and other outdoor facilities, ensuring they remain safe, clean, and accessible to everyone.

Assessor & Receiver of Taxes

The Assessor’s Office is responsible for determining the fair and equitable valuation of all real property within the town for tax purposes. We maintain property records, process exemptions (such as STAR, veterans, and senior citizen exemptions), and ensure assessments are accurate and up to date. Our goal is to provide transparency and fairness in property valuation while assisting residents with questions about assessments, property data, and exemptions.

Highway Department

The Town of Kirkland Highway Department is responsible for maintaining and improving the town’s roadways, ensuring safe and efficient travel for residents and visitors year-round. Our team oversees road repairs, snow and ice removal, drainage maintenance, and street signage, keeping our infrastructure in top condition. We also support seasonal projects such as paving, brush pickup, and stormwater management to protect our community’s roads and environment.

Planning & Codes

The Town of Kirkland Planning & Codes Department is dedicated to ensuring safe, responsible, and sustainable development within our community. We oversee land use planning, zoning regulations, and building code enforcement to promote orderly growth while preserving the town’s character and quality of life. Our team works closely with residents, businesses, and developers to guide projects through permitting, site plan reviews, and compliance with local and state regulations.

Police Department

The Town of Kirkland Police Department was started in 1975 as a part time rural patrol to service the Township of Kirkland. The department began with a few part time officers who worked evenings and weekends. The department was disbanded and reorganized in 1977. At this time there was a separate police department for the Village of Clinton which operated with two full time and a few part time officers. In 1994 the Village Police Department disbanded and integrated with the Town Police.

Town Clerk & Registrar of Vital Statistics

The Town Clerk acts as Recording Secretary at the Town Board meetings. These minute books are retained permanently for both legal and historical purposes. The Town Clerk’s Office also maintains records of local laws, Town Oaths of Office, proofs of publications and posting of legal notices and Notices of Highway Defects and the official bulletin board, Licenses and permits are issued through the Town Clerk’s Office as well.

The Registrar of Vital Statistics maintains a register of birth and death records, and issues certified copies to qualified applicants.

The Registrar issues uncertified copies from birth, death or marriage records for genealogical research.

Supervisor’s Office & Human Resources

The Town Supervisor serves as the chief executive officer of the Town of Kirkland, overseeing day-to-day operations, financial management, and long-term planning to ensure the town’s continued growth and well-being. As the head of the Town Board, the Supervisor works closely with elected officials, department heads, and community members to develop policies, manage the town budget, and address the needs of residents.

Stormwater Management

Our stormwater management program is dedicated to protecting our waterways, reducing flooding, and maintaining water quality through responsible stormwater practices. Stormwater runoff—rainwater and melting snow that flows over roads, driveways, and other surfaces—can carry pollutants into local streams, rivers, and groundwater. Our department works to minimize these impacts through proper drainage infrastructure, erosion control measures, and compliance with state and federal stormwater regulations.
